This image first had the noise effect edge preserving smooth set at 10 applied. Then I enhanced the edges, then used the brush strokes artistic effects, then enhanced the edges again. I then applied a mask, added a new layer under the masked image and flood filled with a wompietile, added a border mat, a drop shadow, and another border. I used a Blade Pro preset on the outer border.
